R1Phrolova's Signature is really good on Phoebe because it provides much higher Base ATK than both Stringmaster and her own Signature as well as 8% DEF Ignore permanently simply after casting Echo Skill which she can do immediately. As a result, this weapon's high ATK scaling means she never overcaps on CRIT Rate (which she can do on other weapons) and it makes this weapon a fantastic choice for her.

Offers a 10% unconditional Spectro DMG% boost, a 20% CRIT RATE buff for 15 seconds after inflicting Spectro Frazzle and further 15% Spectro DMG% boost for 15 seconds after attacking an enemy that has 10 Spectro Frazzle stacks. For characters that have the capability to inflict Spectro Frazzle in their kit the 20% CRIT RATE is all but permanant, while the 15% Spectro DMG boost should maintain decent uptime in Spectro Frazzle focused teams. Generally the best in slot set for all characters capable of inflicting Spectro Frazzle. When playing Phoebe in Absolution, she will require the assistance of her team in order to activate the 15% Spectro DMG boost tied to hitting enemies with at least 10 stacks of Spectro Frazzle, as in this state she cannot achieve that herself.

This set sacrifices Phoebe's personal damage in order to provide higher buffing to a single character, making it the best set for Hybrid Phoebe as a Zani buffer. It provides an extra 10% Energy Regen to the wielder unconditionally and gives 22.5% ATK to the incoming character for 15s after casting Outro skill.
